Aqueous or water based inks are best for paper, not very durable but easy to handle.
Solvent based Inks are best for plastics and are more durable, difficult to handle and emit fumes because they are petroleum based.
Latex based inks combine the best of the two… easy to handle and very durable.

If your printed work is going outdoors and you want something economical and long lasting. You use solvent based inks.
If your printed work is going indoors and will not see any more elemental damage than AC then you need water based inks.
If your printed based work is going outdoors and money isn’t an object and you are the environmentally friendly type then latex based ink is your choice.
